Local Government Education Secretaries and Officers of the States Ministries of Education (Planning Research and Statistics Department) worked as supervisors.
- The Education Secretary of each LGEA was a supervisor of the LGA with the Headteacher acting as enumerators. Each Headteacher for each school completed the questionnaire.
- The supervisor responsibilities included:
* distribution of materials including questionnaires.
* quality controlled the process of data collection at that level.
